For people struggling to find the energy to shave their legs, it can be too much to shave arms too. (Unless they care what other people think, in which case they probably shave/wax their entire body already.) I see what you mean about the off kilter look at cyclists not shaving their arms. Although I can't remember ever seeing a cyclist with smooth legs and hairy arms. I will keep a look out.
